Rent caps coincide with sharp fall in new rental contracts in La Coruña (Galicia)

New rental contracts in Galicia’s La Coruña fell sharply in the second half of 2025, following the city’s designation as a stressed housing market under Spain’s 2023 Housing Law, according to official data.

Figures published by the Galician Housing Observatory show that just 210 rental contracts were signed in December 2025, compared with 713 in July. The designation of La Coruña as a stressed housing market was published in the Official State Gazette on 29 July 2025.

The monthly data indicate a steep decline in new rental contracts over the six months following the designation. From July to December, the number of contracts fell by around 70%, with each subsequent month recording lower figures.

For the full year, a total of 5,594 rental contracts were signed in La Coruña. This was the lowest annual total since 2020, when the rental market was heavily disrupted by the Covid-19 pandemic. Excluding that exceptional year, 2025 recorded the lowest number of new rental contracts since 2016.

La Coruña is currently the only municipality in Galicia to have been declared a stressed housing market. The classification allows regional authorities to apply rent caps and other measures aimed at moderating rental prices, as provided for under national housing legislation.

The Galician Housing Observatory publishes both annual and monthly data on rental contracts, allowing comparisons over time. The figures show that July was the strongest month for new contracts in 2025, coinciding with the formalisation of the stressed market designation, while December recorded the weakest monthly total of the year.

Similar trends have previously been reported in other regions of Spain where rent caps have been introduced, including Catalonia, where stressed housing market designations were applied earlier.

The data from La Coruña add to the growing body of official statistics tracking rental market activity following the implementation of housing measures introduced at national level in 2023.
