Can anybody tell me in Spain in a bathroom which has no windows does the builder, under building regulations, have to install any kind of vent

In the Uk I know they do but my builder is telling me in Spain they do not have to

If they do can anybody please provide the building reg number

Yes, a bathroom must be ventilated to the outside, if not possible directly then via forced ventilation.
