We moved from Mexico last April and held both a Mexican licence and a paper licence from the UK, we informed the DVLA of our pending move abroad and they said to just give them our new address when we return to the UK.
At the moment we are in Spain , and have sent them ,the relevant form’s to get a photo card type licence,we intend to spend time in the Uk and in Spain,they have wrote back and declined our application’s,mine for having a my passport renewed in Madrid 😕 ,and my husband’s for not having a digital number,whcih he has 🙄 .
We can’t get a Spanish licence because we are not yet resident’s and therefore,are in limbo as to what to do.
Any help would be greatly appreciated,all we want to do is either get a Spanish licence or renew our Uk one’s, I have read that the old styles paper ones are not valid in Spain.

Hi merrymex, both my husband and I have just changed our paper licence to the new photo Id in the UK with no problems and both our passports where renewed in Madrid !!! Maybe you should try them again and asked WHY having having a passport renewed outside UK should make any difference.
I understand the DVLC will not issue a UK licence to non UK addresses. This has led to all sorts of problems here in Spain. Currently the Spanish Traffico require Brits to either exchange their UK licences for a Spanish one or have an endorsement of the NIE number on the rear of the photo licence. As I said currently, as things change ! I understand some Guardia officers stopping cars for paperwork checks have not accepted the endorsed licences and issued fines to drivers !

Did you send your passports over to them,maybe I should send our passport’s as well,although I’m a bit worried to do this as it’s our only official identification.
If any one else has any idea’s I’d appreciate them,thank you
