Proxy Vote at AGM

      We have a member of our community who is a non-owner who attended out AGM. He lives in a property owned by his ex-wife and this house is in debt with community fees by about €650.

      We were to vote on bringing in rules to stop owners in debt and their tenants from using communal areas, such as the swimming pool, until debts were paid. However, this non-owner had a proxy vote for another owner and voted against these new rules. Therefore, as we could not get 100% agreement to bring in this rule it was overturned. The house in question is now over €2,000 in debt.

      Is it correct that a non-owner can attend an AGM and use the proxy vote to overturn rules owners wish to introduce?
