I am the local promotor for a small sector ( 2ha) of commercial land on the outskirts of Lubrin in Almeria.
I have not met any deadlines in connection with the progress of the development opportunity (e.g. no Plan Parcial) as I do not believe the present property market would support additional development. Also the small area is ideally suited to 100% tourism but with a rural(rustico) theme and not urban with a PGOU infrastructure.
Has any one any experience of NOT taking up a right to urbanize and has made representation to the Town Hall to cancel such rights and for the land use to return to rustico?

As a local promoter should you not know this? ask your company lawyer, or go to the town hall and ask.
