We have bought a property on a new development and 6 out of 9 have been sold. However licences for habitation have not yet been issued as several issues have yet to be cleared. A legal Community of owners has not yet been established by the Developers, therefore the question is, can a Community be established before the licences of habitation are completed and issued?
The Developers have called a meeting in March 2017 of all the owners (including themselves) to create the Community ie Administrators, bank account etc. Is this legal under Spanish law? We are all owners but do not have Habitation Licences.
