I had a big problem using a particular company in Gran Canaria that provided a dongle to use in a laptop or notebook and required a Direct Debit to a bank account and for some time I used the nearby local library and nearby minimarket. This year I bought in England online a Chinese Cabut P9 Smartfone that has in settings a Tethering option.I also found Orange had for 15 euros a month a Prepay tariff for 2G a month which allows tethering also you can suspend for a small amount up to 6 months when you are in UK and I just prepay each month in a machine a few doors away. I have found very helpful. I understand Hutchinson Whampoa better known as 3 in UK are negotiating to take over O2 from Telefonica.

Thanks for the tip Ptr. I also use tethering to a smartphone when travelling, and would use that option if visiting Spain intermittently. I have to confess I use Movistar and am basically quite happy.
