I live on an unmade lane some 700m from a run down urbanisation created in the early 80´s.
My land is rustic and so says the escritura, IBI, land registry.
Recently the President of the urbanisation has demanded that I pay Community Fees back dated for 4 years!
I told him I am not paying as I dont live on the urb.
In the meantime I have heard rumours that the Urb needs to pay to instal street lighting, mains drainage and resurfacing the urb roads etc
My guess is that anyone stupid enough to start paying the community fees will suddenly find themselves having to fork out huge sums towards new infrastructure for the urb.
Today I have been threatened with a Court summons.
Has anyone had any similar experience or can offer any advice ?

I am the president of an originally illegal urbanisation that is in the queue for sewers and street lights, etc.
We have an active residents association and most homeowners are members – but we have no power to force anyone to join or pay a contribution. A couple of our members are, like yourself, outside of the urban area but have nevertheless chosen to join.
However, when sewers and the other glories of civilisation eventually arrive, everybody will have to pay their share – regardless of whether they are members of the association or not.
If you are sitting on rustic land then I am quite sure that you will not be required to pay any urbanisation charges. You may, however, find that your land is reclassified to urban in the future and then you will be required to pay very large infrastructure costs.
In the meantime, are you sure that you understood what the president was saying to you – because I would suspect that there has been some misunderstanding.
