Someone recently asked how to get a tourist rental licence in Catalonia. This does not apply to Barcelona, where it is currently not possible to get a tourist rental licence.
The regional law says this:
Article 6
Inscripció en el Registre de Turisme de Catalunya
1. Els establiments d’allotjament turístic que inicien la seva activitat a Catalunya s’inscriuen d’ofici al Registre de Turisme de Catalunya, d’acord amb l’article 67.1.j) de la Llei de turisme de Catalunya, a través de l’Oficina de Gestió Empresarial. La inscripció es comunica a l’ajuntament corresponent.That means you have to register with the Catalan Tourist Register, which you can do at the Office of Business Management (l’Oficina de Gestió Empresarial), after which the local town hall is informed.
