How to grout roof top terrace tiles. Keeping in mind that water could penetrate through it. What kind of material is needed & should this material be acting as a sealant/water proof etc.

The majority of grouts here are suitable for exterior as well as interior use. Make sure you choose one that is right for the size of grout joint you have. One make is PROPAMSA, Borada F for joints up to 3mm, Borada G for joints 3mm-15mm. Both are impermeable. If there is any possibility of movement you will need to look for one that is flexible too.
