Spain has been fined a 100 million euro by the European court of Justice for failing to prevent the illegal fishing of inmaduros (young fish that are below a certain size and are important in the food chain). Some are less than a half inch and are openly served in many typical Andalucian restaurants. One portion would contain hundreds of these tiny fish.
Now and again there are articles saying that the Civil Guard have intervened in a catch but they only pay lip service to the EC law, similar to the rest of European law.
