does any one no what this is I am buying a house in Murcia and prevouis buyers on site were given this by the solicitor does it act as as licence of first occupation ?

The Consejería de Hacienda is the regional government’s (Murcia in your case) treasury dept ie with responsibility for determining and collecting property etc taxes and for spending monies received.
There must be something more to this document saying what it is?

First Occupation Licence is never granted from the Consejería de Hacienda. It is grantes by the Planning Department of the Local Council.

Without no doubt that paper, as Hillybilly says is taxes related.
