In January at our AGM, a proposal was put forward to install a heating system for the communal swimming pool. The proposer only provided one quote which was extortionate, so the decision was taken to carry the discussion forward to another meeting later in the year. A couple of months later, the president was asked to put the matter to an email vote of members after another quote was received, but he refused as the decision had already been taken at the AGM. Can the proposer conduct an email vote herself, against the wishes of the president, and would the result stand. Email voting is valid in the community rules.
