am i correct in assuming that when i buy a newly built property in spain it will not have been cleaned by the builders and will require a thorough and full builders clean?

That is a fair assumption. Normally newly built properties have been cleaned up before delivery but almost invariably you would need to carry out further cleaning before moving in. However it does depend upon the promoter / builder and the conditions you have arranged. It is always a good idea when buying off plan to get a commitment from the promoter to ensure that the property is cleaned thoroughly before delivery. All buyers should have this point on their check list.
