  We are restoring a house in Andalucia and the company project managing have told us we must pay them a 10% Capital Items charge on all building materials including kitchen, bathrooms and tiles, though we are buying these ourselves and paying IVA. Is this a legal requirement or a scam? Help!

  I never heard of this before and to the best of my knowledge you are not obliged to accept it. Have they given you any justification for the charge?
