Couple of queries. Does anyone know how you find our which insurance company holds the 10-year-guarantee if your developer/builder won’t talk.

Secondly, is it true that the l999 law only applies to devlopments where the initial licence is taken out from 2000 onwards and that developments built after 2000 but with an initial licence before 2000 are not covered. (Our development started to be built in 2003 but its first licence was 1997.)
