Applying for NIE without a passport or identity card

      Does anyone know if it’s possible to obtain an NIE number in Spain without a passport or national identification card.

      The example being probate where beneficiary or executor or trustee resides in UK or Ireland and does not hold a passport and has no intention of ever setting foot in this country.

      I know it’s a little offline our property forum but worth a try.
