I can’t quite work out what is going on here. It seems that the Junta, or regional Govt. of Andalusia, is prosecuting owners who rent out their homes to tourist despite the fact that the regulations are neither clear nor finished. How does that work? You can be prosecuted for doing something in a legal vacuum, where the law is still be drafted? 😯
