EPC, is just another vehicle to generate VAT. In a country where the majority of the property is of Victorian stock. They do not need an EPC certificate to show, how energy efficient they are.
Modern properties which are still under NHBC & are built to the most up to date insulation etc also needs an EPC. Why ????
In so far as HIPs is concerned, no buyers solicitors pays attention to it on the basis that it prepared by the Vendor. The buyers solicitor will do an independent check. Again VAT is involved and a duplication of paper work. I wonder what is the affect of all this papers chase on the enviornment.
