There are lots of protected areas in Andalucía. There are some in marbella (my house overlooked a protected area of pines and cork trees) A friend in Las Chapas received a fine for cutting some pine trees down in his garden. Some protected areas were chopped down in the GIL era.

Never heard of palms being protected though, if they are not given a poda every year or so then the lower fronds drop to nearly ground level.
