There is a Halifax Bank in Puerto de Mazarron, next door to Mercadona. The assistant manager is English. I don’t know how competitive they are mortgage wise etc but at least you can make enquiries without any language barriers.
As far as a solicitor is concerned I would have to say no. I have yet to find a local lawyer I would recommend (but several I would avoid like the plague!). Another board – can’t remember which one – mentioned a ‘cartel’ in the area but that is not my own comment. My advice would be to look for a lawyer slightly out of the area.
You do need to be very, very careful in the Mazarron area. There is a distinct lack of Habitation Certificates – also called Licences of First Occupation – in some newer developments. There are also some problems with residential homes built on land designated for tourist use.
Are you interested in any particular development? I could probably give you some relevant links.
