I think from what I understand that dealing with Spanish bureaucracy requires a slightly different mentality. You need to submit the papers and then just take a watching brief. Smile, make friends with the clerks and wait for the weeks to pass in a “it will happen when it will happen” sort of thing.
If you get all excited and forceful, it just raises your blood pressure and doesn’t get you anywhere. Best to adopt the Spanish way and go with the flow. 🙂
