Same as anywhere, start low and work up!
You need to know how much the renovation work is realistically going to cost you (including any architect’s fees, licences etc) and how much the renovated property should re-sell for, take one from the other and there’s your top limit on the price you should pay.
Bear in mind, if you’re not dealing direct with the owner, that there will be a real estate agent and probably a corredor all looking for their commission in there somewhere…
