Several owners on my complex have made changes to their apartments (converting garage to bedroom, adding room on roof terrace) without a licence from the ayuntamiento. The president says nothing can be done without a majority vote at AGM, and the majority of owners don’t care or have done illegal building themselves. The administrator is unwilling to do anything. But this is spoiling our community – can anything be done to enforce the law?

Phyllis, welcome to the sometimes infuriating world of communities of owners in Spain.
If the community of owners won’t take action you can file a complaint yourself (una denuncia) to the urban planning department at the town hall, but that will get you a lot of enemies in the community by the sounds of things, and might not achieve anything anyway (if the illegal building is past the time limitation. You have to weigh up the pros and cons.
