Except that (read the comments) not one example of an expat leaving the country because of the need to fill in the form, was found by the journalist.
Yes, there are (and always have been) reasons why expats return to the UK eg family issues, health, financial pressures, even homesickness or a dislike of Spain.

Yeah it’s not like its the filling in that’s the problem. When it comes to UK people leaving Spain it’s probably a combination of lots of different reasons.
