Rustic property with no escritura – what are the risks?

    We are considering buying a property on land that is classified as “rustic”. If the property has no escritura, which seems to be common in Andalucia, should we be worried?  We have heard of properties being built while one political party was in power only for them to be declared illegal when a different party came into power.
