change of use (no cedula)

    How difficult it is to change the status of a space from non-residential to residential use?

    To be more specific, in Barcelona, I often see locales or warehouses for sale that are partially or fully converted into living spaces but without cedulas de habitabilidad.

    Why is this?

    Is it difficult to change the use and get a cedula?

    I understand that it would be impossible to get a mortgage for a place without a cedula, but if you bought a place without a mortgage and lived there, would that be breaking the law?
